Baltimore police release bodycam video of officer shooting 17-year-old boy in Shipley Hill

BALTIMORE – Baltimore Police released body cam video on Tuesday of an officer shooting a 17-year-old boy last week in the Shipley Hill neighborhood.

Video shows the initial encounter with the teen as well as the foot chase that ensued. You can watch the video here.

The video shows the officer sitting on a stoop next to the youngster although no audio can be hear until just before the foot pursuit. Family members and neighbors claimed officers had been “harassing” the teenager.

Baltimore Police Commissioner Michael Harrison said the officer saw what he believed was a gun and approached the teen before he took off running.

Mekhi Franklin, 17, was shot in the back while running away from the officer. The juvenile appeared to pull out a firearm before getting shot.

Franklin was struck once and was taken to the hospital in critical condition. His condition has since been upgraded to stable. Family members claim Mehki Franklin lost several organs as a result of the shooting.

Police said Franklin had a gun that had an extended magazine — a stolen Smith & Wesson 9mm.

Authorities identified the officer who shot Franklin as Detective Cedrick Elleby. Det. Elleby, who has been on the force since 2019, has been place on administrative leave pending an investigation.
